Looking for reseller... again

I'm trying to find a reseller hosting where I can install Joomla components and templates without having difficulties with them. Anywhere I've tried before, I found that files or folders or new components that I load onto my Joomla 1.5 site get 99 99 as owner name which makes them unwritable.Are...
